What’s happening?
The developer behind the billion-dollar Whitsunday Paradise community in North Queensland has welcomed the Queensland Government’s decision to fund water and sewerage infrastructure in Bowen.
GRW Group said the Residential Activation Fund grant for Stage 1 of the Build Bowen South Utilities project has given the company confidence to accelerate planning and development. The funding will help bring essential services to the front of the Whitsunday Paradise site, removing one of the barriers that had slowed the project in the past.
GRW Group director Yu Sui said the grant would be a catalyst for development across the region, particularly as Bowen and the wider Whitsunday area continue to face housing pressure.
Why it matters?
Whitsunday Paradise has been planned as a long-term residential community south of Bowen, but the project had faced delays because of infrastructure constraints and planning approvals.
Mr Sui said GRW Group had already met with Whitsunday Regional Council last year about lodging an application to develop the first stage. That first stage is expected to include houses, townhouses and workers accommodation, giving the region more housing options as major industry projects move closer to approval.
“The Bowen and Whitsunday region is experiencing a severe housing crisis, and the Whitsunday Paradise community can help provide a solution that will provide long-term benefits to the regional economy,” he said.
Local Impact
For Bowen, the funding could help unlock a major housing supply project at a time when local demand is high. More homes, townhouses and worker accommodation would support families, employees and businesses affected by tight housing conditions.
Mr Sui said the State Government’s support had helped the project move forward after earlier delays.
“We’ve been given confidence through the State Government’s support and have worked closely with council to lodge applications which will facilitate a range of housing types,” Mr Sui said.
“We have also secured approvals for further subdivisions and townhouse estates.”
Project planner Boyd Sargeant, from Gold Coast-based Sargeant Planning, said the funding decision would have significant flow-on impacts for the broader regional community, including Mackay, Proserpine and Bowen.
By The Numbers
- $33 million will be injected into water and sewerage infrastructure in Bowen through the Queensland Government’s funding decision.
- Five new pump stations will be built as part of the funded works, along with upgrades to existing infrastructure.
- About 2,000 dwellings are planned across Whitsunday Paradise, with the community expected to house up to 5,000 residents over time.
Zoom In
The Build Bowen South Utilities project will fund a new sewer main to the front door of the Whitsunday Paradise site. That infrastructure is central to the next phase of planning, because the project needs water and sewerage capacity before large-scale housing can progress.
Whitsunday Paradise spans about 230 hectares south of Bowen. It is planned across 10 stages over around 20 years, making it one of the region’s major long-term residential projects.
The first stage will focus on a mix of housing types, including townhouses and worker accommodation, while further subdivisions and townhouse estates have also secured approvals.
Zoom Out
The funding comes as North Queensland communities continue to deal with housing shortages linked to population needs, workforce demand and future industry activity.
For the Whitsunday region, the project is being framed as part of the housing response, rather than a standalone development. Its scale means the impact could extend beyond Bowen and support nearby centres such as Mackay and Proserpine.
The State Government’s Residential Activation Fund is aimed at helping housing projects move forward by funding the infrastructure needed to support new residential supply.
What To Look For Next?
Further movement on the first stage will show how quickly the project can shift from planning into delivery. If approvals continue to progress, Whitsunday Paradise could begin adding much-needed housing options for Bowen and the wider region.
